Is locuming in London still a viable option ? I have heard it is hard to get a job these days due to scope creep ?

Locuming in Australia makes little sense to me, especially financially. As you pointed out, if you are not able to cash in on the GPMP etc, then you lose out on a significant part of your income. I work in MMM2 so the bulkbilling incentive is higher than metro but I private bill everyone so that doesn’t really affect my income. Add on to that the inconvenience being away from home and family and it becomes essentially pointless. In Sweden, where I did my GP training, there were massive incentives to locum as you could make 2-3 times more so most GPs would do a month or so a year as locums at least.

I completely agree, from a financial point of view it doesn't always work out better for you. UNLESS, you get a good minimum income guarantee, then it doesn't matter what you bill.
