There is a whole channel about moving to Nicaragua, lots of Canadian families do that. Sell your house, buy a much bigger one in Nicaragua and have excellent affordable and available health care and international schools.

Orleans should be ranked higher than Barrhaven. Best neighbourhood overall in my opinion but definitely better than "Farrhaven" as it's known locally.

Westboro is beautiful but it is overrated. There are more affordable places to live in Ottawa that are just as nice.
