It’s not gross at all. Boiling will handle any germs. If you don’t feel comfortable doing that cool, but gently used reusable menstrual products are an amazing thing for people to be able to try a different cup or pad without spending the full amount. And it IS totally sanitary as long as they’ve been washed and sanitised properly.
