Shoving and defenestration are free roam features you can always use

Yes, but it’s very hard to do, it’s random between tackling them and shoving them, and it’s really rare

Pressing the firing button whilst running at a opponent will shove them but pressing the attack/punch button will tackle them

You can actually already shove NPCs if you run up to them and press the shoot button. Whatever it may be for you.
