Bruh tusk, beru and igris are stronger than kamish. They were literally 3 other dragons on kamish level in jinwoos shadow army after he merged his army with ashborns old army and andre confirmed that those 3 dragons were on the level of kamish and as seen after jinwoo became the full shadow monarch tusk surpassed those 3 dragon as seen when tusk was competing with them and was able to create a fire breath stronger than theres. Igris and beru are literally marshall grade soldier which is the second highest rank soldier after grand marshall bellion. As seen in the extra chapters beru, bellion and igris literally go around ordering the other shadows and are considered the "bosses" of the shadows. Tusk is also the leader of the magic based soldiers in the shadow army.

Kamish was a threat to the national hunters due to his tremendous size and power, however he is one of HUNDREDS OF DRAGONS ON PAR WITH HIM. Jinwoo later gets three of these dragons as shadows and they compete with Tusk to see who has the most firepower and Tusk’s power makes them look like flamethrowers to a nuke.

Igris stated that he grew to truly appreciate Jin Woo during their journeys together, but thought he was unworthy at first. YES, indeed, as soon as you summon shadows they immediately become broken. The most useless shit in the game that you only need to use as a shield or bait when fighting strong monsters. Decided to go through the story, in some levels the shadows die from one good skill with area damage. They don't have time to apply their abilities.
