If you mean the program to download all of the tweaks used in this video, you have to jailbreak. The latest jailbreak is for iOS 9.0-9.0.2, but there are different jailbreaks for different firm wares. Hope this helped! You can just look up how to jailbreak you firmware version on KZbin or google :)
