Because hello neighbor was a rushed game. They also (might possibly)have spent most of the budget on the teasers and trailers and stuff. Hello neighbor 2 however was actually worked on in it's own time. And they spent a decent amount of the budget on the AI for the neighbor(s)

You can only get it on act 3 where you need to get the push ability by completing the green key mini game and then get the neighbour as close to your house and then let him catch you then push him and he will keep jumping and get stuck on your side of the street

Im beta 1 you can get him into that broken jumping state by just going to a certain part of your where it doesnt register that youve gotten off his side but also hes not allowed to actually run there so he just hops over nothing instead
