While the first was a consequence of how the game was made up, for the latter it would have to be hardcoded from scratch. It would be far easier to just add the different forms... you know, so I can get a Super Luck Sirfetch'd/Honchkrow that always crits and has good stats... not that I am saying this in hope o making it happen faster or something...

Fusing two Pokemon lets you mix their typing, have both Pokemon's movesets and a stat spread based on the two mons in some way. You very well could be using the regular Pokemon too, chances are their stats are higher. But movesets and unique traits are worth the tryouts. Mostly Shedinja giving Wonder Guard to everything.
