The song is about their music and how it’s like chlorine. Chlorine in small doses cleans water and can even be healthy for you. Chlorine can be essential for survival in certain situation, because it’s so good at cleaning water. However, the chemical is also poisonous and can kill you if you ingest too much. He is saying - that his music is the same way to him. He needs it to survive (it’s a moneymaker and also saves him psychologically and emotionally), but it can overtake him and kill him: “This beat is a chemical”. Without it, he would die. But too much of it can also kill and destroy him. Ned (this funny creature) - represents Tyler's (singer) creativity. And they start filling up the pool, but Ned is not satisfied until it is completely filled with chlorine (until song is close to perfect for Tyler ).

Hey man! Just watched all your top reactions. Chlorine is a methaphor for tyler's writing process. Chlorine is a cleanser and a toxic chamical. Writing for him is liberating but can also be dangerous because of the places he has to go in his head in order to write. Also the second verse is full of information: he talks about how now he doesn't just write for himself, but it has become a job so he has people to please "now you double as a paper maker". Also Tyler journals and has been known to carry around a red journal when he was younger "hide you in my coat pocket, where i kept my rebel red" "rebel red carnation, grows while i decay", his journal gets fuller the more he comsumes himself in those thoughts. They have explained in interviews that Ned (the little creature) was created to fill that need of showing they're not that serious all the time, they're pretty goofy guys, so they brought Ned as a comical realief in a pretty hard dense universe. Pretty much like they do with their sound being fun distracting music but with actual deep lyrics if you take the time to pay attention and actually listen.
