Yes but it's a waste if you do that cause you get only 300 points out of your fragments and you need 3000 for a legendary fragment. You get better points from 4h construction speedups and you get better points for your frags during Top Commander like I did

It's not about the amount of speedups but all the stuff you can use during top commander. Also, you need to calculate how many points you can make before you start and check if you can rank 1st compare to the history of the region

No... supreme packs gives advanced searches in alliance gift.... So if you are in an alliance that buys a lot you get a lot of those
