How high is high. I know people who have started as adults and compete on the international scene, but they don’t do all that well. National level depends on the country. But I do believe to develop some level of throwing prowess you need to start very young

Depends on your innate talent, the fact is that even if you start very young, without talent, you wont be a world champion. That being said, elite Judo is full of injuries, so most top athletes are in their 20s because eventually they get too many injuries to go on.
