I own guns in the USA. I can't think of a reasonable excuse. Loose bullets in a bag that he also uses for travel? Also, going on a vacation without his wife? It all sounds suspicious to me. Americans and europeans come to jamaica all the time with ammo in their luggage, the ammo is usually discovered when they go through customs on their way back to their respective countries. This oversight is the fault of u.s. customs because they dont search their citizens properly when they are leaving their respective countries. Over here in jamaica they are usually taken to court and ordered to pay a fine., then allowed to go back home.
