2nd strongest but due to a highly specific situation. Not overall. The way i see it with bleach powerscaling there is always the question of counters. (Uryu’s perfect counter to yh) askin should be placed higher for example. Depending on how death dealing actually works, he may be able to gain immunity to lillie or maybe others. I mean, he would gain immunity to their arrows and spiritual pressure very quickly. But does it also work on other schrifts? In theory based on what we know of its workings, he could become immune to all schrifts and abilities except the almighty (because anything seen by the almighty in any future cannot be used to harm him).

To be honest, the power scaling in Bleach is wild at times-abilities like these make you wonder how any of the Shinigami even stood a chance without pulling off near-impossible feats of their own. Meanwhile everyone feared Gremmy to the point they kept him locked. So an ability based on imagination, and they kept him locked away the entire time. And even with that limited understanding, he produced sentient life that had its own consciousness, abilities, and skill. “But he killed himself.” He did indeed, but people always confuse why. It’s been said by Gremmy, and it’s been confirmed. It’s not that he couldn’t imagine a power so monstrous like Kenpachi’s, he couldn’t think of a fitting body. Had he imagined a proper body, he would have been on, at minimum, the same level of Kenpachi while still having his schrift. He’s not number one or anything like that by any means, but he’s not 7.

I would put uryu with his letter A at #2 above Lille Barro and Geral. Lille barro was broken because it was intangible, but in the end it was able to be damaged by its own attacks. Uryu and Jugram with their A and B powers can reflect those attacks. Geral was like Broly, the more time he spent fighting, the stronger he became due to his power, reaching the point where he was immortal with the king's heart.The only way they defeated him was by freezing him or destroy hir heart. Uryu A (anthetesis)He can exchange a coin from his hand with the king's heart and would easily kill Geral, leaving him without it.

About reflecting attacks, you are not making sense. They can reflect damage not attacks. Which is exactly what one of Shinsui's bankai stages did to him and even that wasn't enough to kill him. Lille was killed/defeated by his own attack. Uryu reflects damage inflicted on him. Please let's not confuse the 2.
