That's because it's NOT 1M dmg on the boss. If you have 3 enemies hit and deal a total of 1M dmg, you have to split up the damage. If you look at the multiplicators in the ability's description, you can calculate the damage. Maths. Use it.

It depends on what teams your account has available, Fugue is a premium unit meant to support break teams while The Herta is purely a dps unit. Personally I kinda see Fugue as the replacement to Harmony MC as a lot of people will probably be swapping to Remembrance MC in 3.0 and that's why hoyo dropped her now just before the new region.

don't fall into the game's predatory design. people clear with 4* characters all the time. you don't need the new strongest dps, just play whoever you like and learn more about the game mechanics so you have an easier time clearing. even if you don't clear all of the hardest content with 3 stars, you're only missing 80 jades per mode
