In the Avatar short story, Team Avatar hide out in the White Lotus camp and we see Toph walk by, overhearing Suki calling Bumi the greatest earthbender ever
She double checks that she heard correctly and Bumi clarifies that she said greatest earthbender of ALL TIME to which Toph bursts out laughing
Bumi looks up for a challenge and Toph calls him old as dirt before Bumi replies that even his toenail can bend better than her and Sokka offers the perfect way to settle this argument
AN EARTHBENDING RUMBLE!
Sokka cosplays as the announcer and introduces the two fighters, in the west corner we have King Bumi AKA the Mad Earthbending Genius and in the east corner we have Toph AKA The Blind Bandit
Both fighters stare each other down before Sokka bangs the gong to begin the fight
But he’s caught off guard when no one moves after the gong is sound
Bumi insists that young people go first and Toph retorts that she doesn’t want to disrespect her elder
But some additional encouragement from Sokka gets this fight on the road as Toph and Bumi battle it out to determine who is the greatest earthbender of all time
The world is divided into four nations -- the Water Tribe, the Earth Kingdom, the Fire Nation and the Air Nomads -- each represented by a natural element for which the nation is named. Benders have the ability to control and manipulate the element from their nation. Only the Avatar is the master of all four elements. The ruthless Fire Nation wants to conquer the world but the only bender who has enough power, the Avatar, has disappeared ... until now. His tribe soon discovers that Aang is the long-lost Avatar. Now Katara and Sokka must safeguard Aang on his journey to master all four elements and save the world from the Fire Nation.

I love the display of neutral jing from both Bumi and Toph when the match starts. They both are the ones who taught this lesson to Aang, and they both practice what they preach in battle. They both were waiting for the other to make the first move, not rushing in "this will be a quick fight" firebender style.

For context on why they both wait for the other to move, Earthbending something called “neutral jing”, or the “wait and listening” trait that Bumi tells Aang about. It’s better explained in the Kyoshi novels.

With Bumi, he's old and knows this exceptionally well. Toph waits and listens for her opponent, and from there, she can decide the outcome of knowing how her opponent works. An Earthbending battle of this magnitude would come down to who makes the first mistake.

i feel like they’re both specialized in different things. they both use nuetral jing but toph uses hers much more actively as a constant counter measure. like when she deflects the pro earth benders attacks and immediately uses their energy to power up her counter attack. where as bumi will commit to doing nothing and tank shot after shot without responding to charge up for a much more powerful more active attack, like in omashu where he sends entire buildings flying off the mountain with a single kick after waiting for a month.

This argument is always brought up in the community. Like I think that we are never being fair with this. Bumi is after all 112 old. And Toph is 12. Both of them are far away from it's prime. And I think they are the greatest in different things. Like Bumi is the most powerful in raw strength. Not saying Toph doesn't have raw strength. After all she saved team avatar from being traped in the spirit world. But Toph is better at earth bending. But qe never see her using rhe amount of earth that Bumi uses. They are both beast when they are not in their prime. They are different after all.

Answer: Bumi is more experienced, likely has more raw power, and has greater range (if only because he can see what he wants to bend, even suspended way up in the air). Toph has more raw ability, she invented metalbending. She’s the greatest earthbender.
