Well, Horrortale is a continuation of the Neutral ending, in which Asgore is killed, but Flowey is given Mercy. Frisk never made any close bonds, and even killed some monster here and there, but only because they couldn't figure out how to win without killing them. Also, they never figured out that they had the power of RESET, so they never turned back. Toriel takes the throne once more, and passes a law that states all humans who fall into the Underground would be treated as allies, as friends. But many monsters were not pleased by this. And so, Undyne took charge, overthrowing the Queen, and took the crown herself, declaring that _all_ humans who fall into the Underground would be killed on sight- no exceptions. The human featured in this AU is named Aliza, and she has a soul of FEAR. Not the same kind of fear as Betty Noire in Glitchtale, which induces fear. Aliza's fear stems from her own fear: fear of the unknown, fear of evil, fear of death. And using this intense fear of death, Aliza can turn back time to avoid that which she fears most, similar to how Frisk, had they discovered their powers, could turn back time with their determination to make things right.
