What's the difference between white Toronto Police and black Toronto police liveries? Seems that they have both newer and older FPIUs in both.

The white livery is Toronto’s previous livery (changed to dark grey in 2017). It is still used by cars retired from frontline service, these cars can typically be seen in the PSU (Public Safety Unit), basically riot police. And as Spare Units (5XX & 7XX Unit Numbers), this livery has been adopted by Toronto Police Special Constables in 2020 for their vehicles. The dark grey livery is Toronto’s current livery, all vehicles from 2017 and onwards have this.

@@FUKKelownabasically it’s a volunteer police officer of sorts, they are used for large events or traffic control, so like concerts or music festivals or sports events or parades. They are just there to help direct flow and keep armed police officers available if something happens, special constables are also not armed, but do have the power to arrest.

@@FUKKelowna Special Constables are a supporting segment of the police services. Mainly they do prisoner transport, deal with prisoners for court cases, work special events, etc. They do have a lot of the powers a regular cop has but you won’t see them patrolling around pulling people over and stuff like that. - Reddit

Can someone please explain the court services convoy to me? Why are there so many unmarked cars and ambulances following them? And are those unmarked cargo vans regular police, ETF or part of the court services?

The unmarked cargo vans are PSU (Public Safety Unit), basically riot police. Court Services follows along in case there are any arrests made, for transport purposes. EMS follows along in case medical attention is needed, just in case.
