I think, the blocked account is only supposed to be active to provide you financial security thought-out the first year in every city in Germany. However, I might be wrong so I'd suggest you to do a bit of research on your own!

bro, during your 1 year of living in germany, instead of using up ur blocked account money, just do a part time job and live with that... basically during the initial 1-2 months u will be using the blocked account money, rest u can finance yourself through part time jobs. Before your 2nd year starts, just make sure to save up ur money till you reach the required amount to show for your blocked account.

Blocked Account for 2nd Year is mandatory as a rule - BUT Many times the residence permit office will create an exception for the students if they have enough money in the bank account plus if they are working a part-time job as well. In that case, you don't need it for the 2nd Year. This depends on person-to-person and everyone will have a different experience.
