I like to have the headcanon that Tom used his looks to disguise that he was an actual threat from the very beginning, as revealing yourself as a threat in the start of the competition would definitely put a target on your back, especially during the merge, team brawn didn’t lose once but then the merge came around and they all got eliminated. Tom most likely knew this and decided to lay low until near the end where he would win immunity twice, he would screw up in the final challenge though and would then be recognised as a threat, so they would try to vote him off, however it was conflicted as Josee was also a major threat so it tied, Josee would think she’d have the tiebreaker in the bag only for Tom to beat Josee in the tiebreaker and untimely get her eliminated, even though he got no votes to win, I feel like that would be great development especially if this was a real show. Not to mention having Josee as an antagonist and getting eliminated just before the finale is just like how Heather was eliminated just before the finale in TD season 1.

I feel like Emma securing Justin as an ally for two games helped. She probably knew that Justin would play his idol (maybe Justin would've told her, or she figured out herself), and since she had the extra vote and probably couldnt vote the same one twice, she probably used a vote on Justin knowing it wouldn't do anything, to get Izzy, probably the most dangerous player by that point, out of the running.
