Guns as we know them would be totally irrevelant in Gensokyo, they'll need weapons way more powerful (like the lunarian's), but it would risk to cause massive destruction. Also i'm pretty sure a jail wouldn't hold Cirno for long.

The funny part is that not only there's a lack of repercussions for breaking the rules, but also fairies don't eat humans because they don't need to eat in general. They get their powers from nature. Fairies learned to eat human foods by mimicking humans for fun, and they just keep doing it because it's delicious.
