You can do a lot without permission. It’s the large changes or if you dig on your property. Those things need permission from the local government. Say you want to add on to your house-another room. It needs to be up to proper codes. If you dig more than a a few feet, you need to find out what is there. It might be electrical, water or sewer. No one wants to pay to fix those things.

yeah but the house mostly made from board and woods… also tax is high in the US and not to mention thr anti social life style there where people stay most of the time inside of their houses now

Property tax varies from state to state and even county to county. The further away from a city, the cheaper the property taxes usually. For instance, my parents pay $330 a year and have 3 acres of land and a good-sized house. I have a similar sized home in another state with a VERY tiny yard and pay $2,700 a year. The best thing to figure out is what can you afford a month - total mortgage payment + property tax. My mortgage payment is around $660 + $230 property tax, which together is about a thousand dollars a month. That's about all we could afford on our income to have enough for other things we need (transportation, food, clothing, medical, etc.) and for wants.
