Even replacing the bearing stem still wobble? Just wondering 🤔 I know the problem was shock bearing.

This is pissing me off so bad not one video on here explains how to properly put the headset bearing on here correctly everybody eats either going too fast not showing every piece or nothing I have all these pieces on my scooter for the bearings with these little balls on it and I don't know exactly how they all came out I don't know but it's pissing me off because not one video it's showing how to do it correctly and slowing down and explaining every single piece
