Chris the brakes are on the Simi . You have to provide air to the system to get the brakes off. Springs put brakes on air takes the brakes off.

They are meant to be towed by the bumper bracket those are just to hold the bumper nothing more plus did you even cage the brakes or are you trying to tow it the brakes on.

No quittin, need to take your gas engine compressor and pressurize the air tank to release the brakes. Might need to redesign the tow bar so it hinges and can swing back and forth when turning.
