They weren’t- they were set to free rotate in the wind

@@dhewitt2514 It can clearly be observed at the start of the video for just a few seconds that the crane has a concrete hopper and is therefore in operation or was abandoned during operations.

@ my point was that they are in weather vein mode and that’s why they are moving during this. Obviously they were being used beforehand
