Bonkers, but it is a legal requirement here. We do none of that so don't need to pay the BBC £169.50 a year or their £6.00 a week fee just to watch TV when there is nothing of value to watch. People that don't pay but do watch live TV or use the BBC iPlayer App get fined and some have even gone to prison. This happens in the UK, not North Korea. Look it up and it will shock you.
