As a Hong Konger, I think the rules are strict, but still very possible to modify your car in Hong Kong. Because you will receive little penalty but only need to spend some time and money to inspect your car again. Also, mostly the police will only check noisy JDMs especially Honda. If you drive a porsche or something else, you may modify your car as much as you want.

yeah, during out stay we do interview a car guy, he is stress with the law there. for the expensive sport car, i think everywhere in the world police will jz close one eye for modified
