Scout is FAR superior to her in every way (except for intelligence, where they are about even) and the only thing keeping Tracer alive is her blink and rewind, and even then she would likely abuse her blink to show off (like she did against Widowmaker and reaper, which btw almost got Winston and two kids killed) Scout is far stronger, far more durable, has a far, far superior arsenal, is physically way faster (mach 4 > 300mph), on top of that he has more combat experience. All he has to do is to hit her once, and she's dead. He stomps the ever living hell out of Tracer.
