These are called pan-chakki or gharaat in local language. I have seen these at many places in Uttrakhand and Himachal, but nowadays they are rare.

@@user-cd9bt9bn9k the speed of the water flow is the power. The top part is spinning because of the water flow pushing the base part of the grinder. It's running with out electricity.
