You will get a much lighter pastry if you use self raising flour, the pastry won't be as chewy. Once you have made the pudding, pre-steam it on the open vent for 15 minutes to give the raising agent a chance to work, then set the pressure valve to the low setting and steam for the normal amount of time. Let the pressure reduce at room temperature (not by the cold tap method otherwise the meat can sieze up and toughen) and you will find you've made a beautifully light fluffy pudding.

Oh my goodness!! I never knew such a dish existed. That is very appealing. I know I can't get that kind of suet locally, maybe amazon would have it? Could lard be substituted to make the pastry if I can't get the suet on Amazon?

I found the brand you used on amazon. Next time I do online grocery shopping I'll pick up a box. I think you're right about the lard. Suet is from beef, the lard I can get is from hog. So I wouldn't attemp that subtitution. That said, lard does make the best pie dough. I use it in all my fruit pies since that's how I was taught. Butter pie crust just tastes funny to me now after eating lard crusts all my life. Thanks for getting back to me:^)

English pudding is so interesting. :D In German pudding means custard, basically. :D So I am always amazed at English puddings.

Thank you for your video on Steak pudding! I don’t have a pressure cooker, and wondering if a) I cook meat on cooktop, then put into the pudding how long I would need to steam it? And b) can I put wrapped pudding into roasting pan with boiling water, cook at 350 degrees how long might I cook it (pre-cook filling). Thanks for showing how to do suet & flour. I haven’t had these in so long and parents can’t remember how they were made.

Yes you could do a) I would cook the meat first and then do the same process re wrapping but cook in a saucepan with a lid, adding hot water to about 3/4 up the side and make sure you top it up regularly so that it does not boil dry. Cook over a low heat for approx 2 hours. Good luck
