Hello, does this repeater have the mesh function? And is it compatible with all brands of routers if it has the mesh function?

I've just bought one, when i connect my laptop to it the device light goes green. No web page opens on the laptop though and when i open a browser page its not connecting online. Im sure im doing it right?
