I think I understand it. Michael Rosen is (still) a big hippie. In this poem, I think he was trying to showcase the effects of war / militarization on the human mind, how it made this guy on a train just go mad. Michael Rosen is a huge peacenik, if you look at his other poems like “My dad tells me” and others

It would seem as if this poem is likely about a shell-shocked veteran that likely served in one of the few wars or conflicts during the cold war and has seen a lot during his service. Michael, just minding his own business on the train, is likely an adult during this time, and the story could very well take place anywhere between the 1980's and 1990's. It's that moment when Michael states that he's sorta a hippie that the veteran realizes that he's been out of the war for quite some time now, hence why the man starts crying. I like to think this video is what sparked Rosen's video producers to create a channel called "Michael Rosen's Poems for Adults" (look it up, it's got a few more down-to-earth poems filled with the harsh realities of this world)
