Thanks for a great lecture. One question, please. Why shall a buffer tank be at upstream of a pump and a chiller?

Is it just me? These discussions seem to always show chillers with dedicated primary chilled water pumps. Every plant I've ever worked on had the primary pumps in parallel with each other so that pump B could serve chiller A if necessary.
