Yeah, im pretty sure it does make you slower by creating friction between the spokes and also slowing down how fast the wheel rotates by each spoke hitting the card, and having to use enough force to pass the card.You could think of it like a track race. If you put a section where you have to duck on the track race, then the times will be slower because you have to go duck instead of running. TL:DR= Yes, it does slow you down. The faster you go, the more it affects you.

I attatched 3 cards on each side and put a whistle on the side too so when the wind blows when you go fast it sounded like a turbo
