There are few due to conditions that they need to stay alive but normal nebulans aren't androids nor cyborgs. Watch the supergod masterforce and compare the comics. You aren't wrong about the pretenders but the anime aren't the pretenders nor the nebulans. They are a different alien group who uses suits to become one with sentient robots.

Proctorus Prime There is an English dub, but trust me when I say it’s pretty bad, well more laughably bad. Your better off in Japanese with English sub. The seacons are actually drones and enemy grunts while the leader Snaptrap or Turtler as he is known in Japan is the only sentient member. But this is a great series.
