Leaders of the U.S. Indo-Pacific Command are sending alarming signals on China’s potential for military aggression in the region and calling for rapid action. This poses a dilemma for the Department of Defense, which has historically pursued modernization by purchasing highly optimized weapon systems. As such systems can take a decade or more to develop, procure, and field, there simply isn’t time for this cycle alone to have a substantial impact on deterring China within the next ten-year period on our present course.
