On the line menu, you have a "rate" figure which shows how much you are shipping with the current vehicles and their frequency. This figure is really helpful with figuring out the equilibrium in the early parts. It does jolt around a little bit but after a line has been going for a while, the rate figure should even out and you'll have a good understanding of how much you are shipping.

I would imagine to increase fuel in Chester it would need a passenger station to help it grow.
