Well, if you want a technical answer, there could be a handful of reasons. I'll go over the ones I've thought of from most to least likely. The baby doesn't have all it's melanin yet cause it's premature and was JUST born. Albinism Both parents had recessive genes for fair skin somewhere in their heritage but it didn't show in them. A random mutation occurred causing the offspring to have fair skin. More and more often these days, you see siblings who come from multi ethnic families who are full siblings, but yet have significantly different skin tones and features from each other, because the parents have more diversity in their genetics, so there are more possible combinations of ways that their alleles can combine when they reproduce.
