It's actually programmed so if you visit Grove Street, with a small exception coded into Franklin, that you get called out as being out of your 'area' and end up getting attacked. Trevor has the highest, then Michael, then Franklin. Actually with Franklin it's a little easier, because of his gang affiliation, although I'm not one hundred percent sure how they coded the rival gang recognition into the Grove Street AIs.
