Slump cone test is not properly done. Stroking shall be done in sitting posture. Here technician is standing leading to improper compaction

which code you are following , as you said each test should be followed by 30 minutes and you might know the cement initial setting time is 45 minutes after that concrete starts setting so there will be a huge difference after 30 minutes of slump value.
