If they forced you to pay $99 per bag, why didn't you just put it in the overhead bin???

@@CJInfiniteAviation I know that but, could you have put your personal item in the overhead bin since they made you pay $99 instead of putting it under your seat? It’s an outright scam if you are not allowed to put it in the bins after you paid $99. I know you have to pay for all carry-on bags.
