Theres an MCCC option that prevents the decay of fame points for individual sims! Found out about it the other day. Also basement settings allows you to change how sims react to their loved ones drunk or smoking!

Loved this episode! You can stop their fame from declining by doing this; Shift-click a Sim with testingcheats on and select Public Image - from there you can modify their fame. Freeze fame, increase fame, and decrease fame are all available. I do this for my sims and it always works! cant wait for the next episode :)
