In regards to your question - The onboard lights are turned off, and the window blinds are kept opened, so that your eyes are adjusted to the ambient light conditions. lights inside the cabin , that’s just so you can see the outside better. For the passengers and cabin crew, that’s relevant in case of an unexpected event or emergency. Is there a fire outside? Incase of any emergency evacuation it will be easy for the eyes to adjust with the light of outside. If people come from bright environment to a dark place, It will take time for eyes to realize the environment. For emergency evacuation time is very important. That is the reason for dim light during landing and take off. Having a understanding of outside environment is important. So the windows should be kept open

Switching off the lights during take off and landing is to get our eyes accustomed to be darkness in case of an emergency during landing or taking off. If the lights were on and if there is an emergency suddenly we wont be able to move around since our eyes will take time to adjust with the darkness. Also opening the window folders to see outside if any untoward incident happening like fire or bird strike.
