If youre looking for bears, for me i always seem to find them at the first outpost you spawn at in layton which is the one towards the bottom right with a survey tower thats pretty much right next to it. On the right of that little lake above the outpost theres bears in there, and then pretty much all around the survey tower I've seen bears.
