Weapons grade fissile material would be needed to build an A- or H-bomb. The IEAE can determine whether this has been done because every gram of that stuff is tracked and monitored by them. I really doubt that Iran owns these weapons. However they could have the delivery systems, triggers, and technology all without the material. Given is critical situation such as exists now, I would think they would consider a plan to transfer fissile materialon short notice to create a weapon within days, if not hours. Such steps would be a consequence of the bad actions of the USA,and I would not blame Iran, given that key people in the US government have threatened first nuclear strikes on Iran. Opinion? In other words he is speculating. I think it is very safe to assume for a long list of reasons that Iran is both a long way from getting nuclear weapons and in fact, never going to get them. For example if Iran had nuclear weapons already you could bet that Israel would know of it. Also if Israel knew of it, the first thing we would see is a nuclear demonstration by Israel, i.e. some kind of test of Israeli nukes. Personally I do not believe that the Islamic Republic even wants nuclear weapons, but that the game of enrichment levels is a great bargaining tool. There is a huge gap between fuel grade and weapons grade uranium, and this gives great scope for raising the ante in negotiations with the west.

Does it matter if Iran has nuclear capability if Russia can supply it with these weapons anyways? Also making a nuclear weapon is old tech, not requiring a team of PHD physicists to create, only engineers are needed. If that's the case, what are they really up to? And if they have a nuclear weapon its a zero sum game, they use it we all use it.. end of game. My guess is the nuclear program is what they say it is and its been used as a very effective diversion from the west to focus on new tech that can break the stalemate in Ukraine.
