RTO doesn't allow Overloading. It is the truck drivers or owners who do this. If they are caught by RTO, they will be heavily fined.

I mean, if you have a two driven axles, you could go uphill easily, go off-road a bit easier, and reversing manuver like in the video much easier and less energy consuming... All Trucks are 6 Wheels or above. So it should be AWD (All Wheel Drive) Whether it is 6 Wheels, 10 Wheels or above that. Same should apply to buses, cars and Jeeps as well. So that it climbs such roads with much ease.

The problem is this is, it's Leyland vehicle not that old but 2019 model and maybe differential is not there, otherwise it could make it easily. But now most of the Leyland, Tata, Bharat Benz trucks are equipped with all wheel Differential, Hill Descend Control etc. so it's easy for new trucks.

The load capacity of a truck would be different on a ghat section than on a plane section. What I can see is overloaded trucks getting stuck or breaking down on challenging roads & creating trouble for other road users.

Those trucks are literally crying to ferry with those heavy loads...the ton capacity, chaissis, engine efficiency , truck body building infrastructure..etc..etc..must be brought in under stringent guidelines system throughout india by the Transport ministry. The way these trucks built differ from state to state..right from the windshield type (divider type or full-scale wind screen without any partition) to everything. To start with this must be rectified and throughout india there should be one rule applicable for the entire nation... else these kind of situation will go on for the next many many years.
