I am guessing that the macro has a way to read your inputs which allows it to counter accordingly. It will do said input when the opponent does said move. Similar to the old mortal kombat games in the arcade.

How can you cheat and be so bad? Simple. Cheaters skip a lot of practice, therefore they never actually develop real skills. As soon as they come up against a real player who's good enough to beat them anyway, their cheats carry them no further. Just because someone blocks everything does not prove they use bots, they could just be focusing on blocking, but when they use all 3 in 1 match and seamlessly switch between perfect blocking to perfect throw breaking under pressure it's obvious.
