Part of the reason is the width of the canal. The canal which was completed in 1914 was only 150 feet wide. The canal which exists today, which was completed in 2016, has a variable width but at its narrowest is 500 feet, with a 250 foot wide locks. Today's largest cruise ships are 225 feet wide and container ships have a 240 foot beam. They can't safely pass through the current canal.

I'm a Canadian living in USA. Everything you say is correct, except the culture remark. Yes, near the border, similar, but out East? Quebec? Totally different cultures. For one, when is the last time you heard an American politician address the press in TWO languages? That happens every day in Canada. Quebec itself even has issues being a part of Canada, to make Quebec and surrounding French-Canadian area into the USA would be complete culture shock. Out west, like Alberta, maybe more similar to USA, but northern/eastern Canada, the culture is quite different.

The liberal states would be Quebec, the liberal parts of eastern Canada outside Quebec, and the liberal cities from western Canada and the 3 Canadian arctic territories.
