By country of samurai I think Trump is referring to the core samurai values which include not being intimidated or backing off from a fight similar to how Knights even in Renaissance and even later times would not decline a challenge to duel. It is true that their peace treaty with USA kinda forbids the classical samurai values in a way but that has to be the joke.
