It's called laminar flow. It happens when the pressure coming out of the hole is just right and the tape stop the hole from moving etc. Allowing it to happen. It's pretty cool but turbulent flow is actually more amazing cause it was what causes things like "the butterfly effect" and happens on large scale whereas laminar flow can only happen one small scale
