Yes, he cooperate with the foundation and mainly becomes aggressive if provoked, once he was just having a normal interview and when a doctor provoked him by saying the pestilence doesn't exist and called him a fake, then only he got aggressive.

@Vinaayagam Karunagaran they played every wrong card with him but ironically he's so civil he didn't kill them despite being perfectly capable of doing it. He even can escape the cell very easily but chooses to stay still most of the time just to not cause any troubles. Sometimes the foundation forgets that even the dangerous 'creatures' they contain have feelings and a mind smiliar to us as humans, doctor plague being a big example of that.
